Wrist Lipoma Removal - can this be done under local anesthetic? (Photo)

I have a small lipoma on the side of my left wrist, its about 4cm long and 3cm wide. It was diagnosed 10 years ago but over the past few years I've been having continual bouts of what I call tendonitis, I've got significant pain/weakness. Is this something that can be removed by a doctor under local anesthetic? I really can't afford a full surgery, but it's making it very difficult to work with as I'm also left handed. What would it cost?
