I’ve heard Restylane is best for under eye area and there’s less chance of lumps appearing. But if lumps do appear can they be massaged away? Also can fillers aggravate malar bags too,

You appear to have excess skin under the eyes and this probably best treated with surgery.  However, if surgery is not an option that you want to consider, I do believe you could see improvement by treating the eyelid skin using a skin tightening device (Thermage FLX) combined with undereye filler (Restylane).

You are suitable for tear trough filler but in my experience it is the hardest area to treat. You have an element of skin laxity of the lower lid which cannot be treated with anything other than a knife but blending the lid and cheek centrally is an option. Ensure you see a professional with experience and that a thin filler is used.
