Any alternatives for weakened/underdeveloped orbital rim? (photo)

Question

i recently went to a PS who told me my droopy eye bags are due to underdevelopment of the orbital rim and that the bags were the muscles potruding through the thin layer of skin, which is why they're more visible with animation. He told me he wouldn't do anything about it because of my age and possibility of damaging it more. any alternatives or safest/ most effective treatment for this sort of case and the best person to see about it would be much appreciated.

In cases of negative vector from significantly underdeveloped cheek and orbital rim areas, the only option would be cheek and orbital implants. They can be done using standard stock sizes or custom ones made off of a 3D CT scan. They will permanently build up the cheek and orbital rims and will provide an aesthetic improvement to this area of the mid face. This facial/eye problem requires an 'additive' solution not a reductive one like removing eye fat.
