Can lower bleph shorten the horizontal length of the eyelid and if so can it be repaired? (Photo)

I had a transcutaneous lower bleph. I immediately recognized that I look strange and different. As time went on and things improved the oddity I was seeing did not. My Dr admitted that he did a skin pinch. He claims he only took a tiny amount of skin (but who knows what that means). My corners are rounded and very very mildly webbed. But it seems absolutely clear to me from looking at before pics that my eyes are not as wide as they had been. Is this fixable?
