I want to do plasma pen treatment on my nose and for lip lift but my skin is prone to keloid scars and I read that people prone to keloid scars are not ideal candidats, but can plasma pen cause keloid scar, or why is that opposite? Thank you for answers

Your photos suggest that you are an excellent candidate for a lip lift. This procedure reduces the distance between the vermillion and the base of the nose. It also produces an effect to turn out the vermillion so there is more of the vermillion on show which mimics the effect of an fuller lip.

Short answer: Yes
A lower lip advancement on your left lower lip is an option. You need to accept the risk of scarring just as you do for the upper lip lift.
