Dehydrated and wrinkled hands. What can I do about this condition?

I'm 19 year old and my hands are very scaly, dry and wrinkled. It is also a little tanned. Would it be helpful if I try a chemical peel for my hands ? If yes could you please suggest which one and if no then what am I supposed to do about this condition ?
