Face, neck and arms multiple shades darker than rest of body. Can chemical peel help? (Photo)

Hi, my face, neck and arms are multiple shades darker than the rest of my body. I thought staying inside with extremely minimal sun exposure would help evening out my skin tone but 3 years in the pandemic, 99% being inside with no sun exposure at all and still with very uneven skin tone. I really want to even out my skin. Is there a way to successfully do it? Would chemical peels help? If so, what peels would you recommend, if not, what treatment could possibly help?
