Why does the vermillion border of the lips go outside my mouth? (Photo)

I've tried googling but I can't seem to find out hat the cause is or how to fix it. It has always made my smile less aesthetic... My bottom also looks like its being dragged down. I've noticed this since a very early age and never had fillers/botox
