It does not look that your upper lip is large in comparison to your lower lip; there is a good balance between the two. Lip reduction, when needed can be done in local anesthesia. Hope this helps.

There is no need for lip lift, your upper lip is normal looking and distance between lip and nose is normal. What you can benefit from, however, is lower lip (possibly upper as well) reduction. In person consultation with a plastic surgeon experienced in this procedure is recommended. Good luck. .
