Can Vaser lipo or j-plasma make my arms slimmer? (photos)

According to your pictures, you are a good candidate for Vaser Liposuction as you have moderate fat and moderate skin laxity. 
In your case I would suggest to have a combination of Vaser liposuction and J plasma ( Reunion).
Vaser liposuction involves in your case  2 small incisions (axillary fold and close to the elbow), removes the fat in excess and gives slimmer arms. 
However before the surgery , it is important to assess the localisation on the fat, your skin quality ( e.g. elasticity), muscle tone. 
The risk of saggy skin could be a possibility however this  depends of your age, quality of skin, smoking status, weight fluctuations in the past, how much quantity of fat is removed during the procedure and so the degree of skin retraction you will have after the surgery.
