I’m looking to get my lips done next week and don’t want my procheilon to protrude out when I get my fillet so what should I tell the doctor? What technique would he most likely use to avoid this problem ..?

Thank you for your question. Yes it can be changed and done. Usually fillers last about 9 months. Please consult with a board certified PS for evaluation
Unfortunately, you have not provided photographs and it is not possible to give you an answer on how many cc’s or if a lip lift would be indicated. Lip lifts can create more of a gummy smile but can produce excellent results with hidden scars when indicated or performed properly. Best Wish...
There is no problem getting fillers or botox in someone with eczema/dermatitis. The skin of the lip and around it can be treated optimally by your dermatologist.
