Would an upper blepharoplasty be effective for me?

You do have heavy eyelid tissues that could be a candidate for eyelid lift, but more importantly your brows appear heavy and low, which is causing worsening of the appearance of the eyelids.  There's absolutely nothing wrong with your eyelids, but if you're hoping to improve the upper face consider addressing the brow problem as well.  Be sure to discuss your goals and concerns with your board certified plastic surgeon and consider the pros and the cons. Be certain your surgeon is properly certified.  I've attached a link where you can start your search. Without an exam, it will not be possible to fully evaluate you and give you recommendations. 

It's difficult to tell from your picture because it appears as though the camera was above you.  When analyzing upper lids its important to analyze the level of the eyebrow as well as excess skin on the upper eyelid.  Although I cant be sure, an upper lid blepharoplasty most likely would be effective for you, however I would recommend you have a hands on examination by a board-certified plastic surgeon.

There is no question the blepharoplasty can eliminate the hooding. However, in some patients lifting the eyebrows could be as effective and, sometimes, a better choice. In patients a combination of eyelid and eyebrow surgery gives the best outcome. In general we try not deplete the upper eyelids. Removing small amount of fat deposits from the outside half of your eyelids could improve your eyelids a great deal. In the images of that you have posted your head seems slightly tilted down, which can make the judgement difficult. An in person consultation which provides the opportunity to raise your eyebrows manually, amongst other examinations, will be very helpful in advising you more meaningfully.
