Is IPL effective in treating red blood vessels in the eyes?

Ophthalmologist advised me to do IPL treatment for ocular rosacea (I also have facial rosacea). Apparently IPL is widely used to treat facial rosacea. Does IPL also effective to treat red vessels in the eyes?
