Yes, you may well have steroid induced rosacea, which may be caused by an overgrowth in the skin of a skin organism, called an invisible mite called Demodex. You may want to check out Soolantra, a newly released applied ivermection cream, which may be the best yet for your problem.

Steroid injections more than creams can cause telangiectasias but cream can do it as well. Likely stopping the creams will not make the vessels dissapear.  If it is bothersome to you all the time you should consider laser treatment with a vascular laser such as a max G or pulse dye.  This will have to be repeated.  Otherwise there are creams with brominidine in it that can be used from time to time for events.
