What can I do? My breasts depress me and I can't afford surgery

When my breasts started to develop they also started to sag, i cant honestly remember ever having had pert breasts at all. From development onwards one was also considerably larger than the other, i am now 32 and not only are my breasts lop sided terribly but very saggy also. To the extent i struggled to breastfeed when i became a mother, as my nipples are tucked under my breasts and i was scared of suffercating my baby with my breast. I am depressed and have no self esteem due to this issue.
