It seems that you're unhappy with your recovery. To answer your one question, usually you can have some small irregularities and healing issues.  Though they are not very common, they can happen. It is a known complication that can occur after a face lift procedure however. They are more common in people who have had hematoma or seromas. I would recommend that you see a board-certified plastic surgeon in your area that is a member of both ASPS & ASAPS and performs a lot of facelifts & neck lifts if you want a second opinion and of course, make sure you follow up with your own surgeon and talk about this. I hope this helps and wish you all the best in your surgery and event. The key is not perfection it is improvement. Pictures of your neck before surgery would tell a lot. Though there is a popular myth  that operations make old skin young again, they don't, it's the same skin and it may stretch after surgery because of the lack of elasticity and the loads and stresses of neck skin. . 

You are not unreasonable in what you notice. The key would be a revision with good repositioning of the underlying tissue layers below the skin; and perhaps some limited liposuction under the chin area. Talk to the surgeon about the changes you prefer.
