When I was a teenager, I had an extreme case of sinusitis that completely closed off my right sinus and pushed out my cheekbone under my eye, as well as pushed my right eye farther from my nose than my left eye. I would strongly recommend going to a board certified plastic surgeon, facial plastic surgeon or oral surgeon who has experience in facial fractures to take care of your problem. I do not believe that most "facial cosmetic surgeons" would have that experience.

It looks like you could benefit from fillers at your age. This would add volume in your cheeks and other areas to give you a fuller appearance. You may also want to consider fat transfer.
