I've had several lasers treatments. With fraxel some veins disappeared instantly only to return 2 weeks later. Others didn't respond at all. At first, Pulsed Dye had no effect so she tried a higher energy. It bruised but once faded the veins were far less visible. However, the results lasted 2 weeks if that. I was told I was in a small minority for whom PDL was ineffective and decided not to proceed with any further treatment. Is this the case for some people? What do you suggest I do?

Peri-orbital reticular veins can be seen involving the lateral aspects of the outer eyes. These are not harmful in any way,but the appearance can annoy some patients. YAG laser treatments are useful, but repeat treatments are often needed and these reticular veins can reoccur.
Babies' skin is thin and many times these facial veins will disappear over time. Drooping of the eyelids should not be due to the veins and there should be another cause. I would not do any treatment for these veins.
From the picture this appears to be staining. You should see a vein specialist for a full venous evaluation. Much of staining improves with time but not all. I have seen staining improve if there is underlying venous reflux which is treated or if feeding reticular veins are...
