You might be a candidate for blepharoplasty surgery, but it would be important for a physician to see you in person and have a detailed discussion about what results you are looking for. Unfortunately, there is no possible way to reduce fat in the eyelids without surgery. If any of the puffiness is caused by swelling, you might try applying cool compresses to the area. A lower blepharoplasty procedure is a safe and relatively easy procedure that would permanently remove the fat bags under the eyes. 

The photo your submitted is rather limited and difficult for me to make any real judgement without an in person exam. Often in young people the bulky ridge underneath your eyelid is a hypertrophied muscle which can be weakened very carefully with Botox. Tread VERY carefully in this area as that muscle also has serious function for eye closing and tear wicking. Too much Botox can cause eyelid closure and tearing issues for months. Additionally, the eye that you show a photo of seems to be a bit prominent. I can't tell without seeing the rest of your face and need a profile view. I would encourage you to seek an in person consultation with a board certified plastic surgeon. Great results begin with figuring out the right diagnosis.
