What can be done about these scars? (Photo)

Help this is my second breast reduction and these scars are horrible. My first reduction was perfect. This reduction my nipples look terrible, and I have so many raised scars. I can't even wear v neck shirts or anything. Nobody in my family has keloid skin .. Now I have scars every where. I have complained to my doctor and he's not given me a good response. I feel ugly.
