My upper lip is shaped with an arch in a way that, when my mouth is open, only my two front teeth are shown. You can also see that the two teeth adjacent to my front teeth are pretty small. I really can't stand this "buckteeth" look. I'm wondering if a lip lift (to raise the corners of my mouth) would lessen that "arch" and expose more teeth. I'm also wondering if veneers slightly longer than my teeth would make them more visible? Or both?

A lip lift does 4 things: shortens the distance between your nose and upper lip, increases the mucosa of the upper lip, increases the incisor show and pulls up the corners. You may be a candidate. I would need a photo with your mouth relaxed.
