Yes, younger patients may be candidates for cosmetic eyelid surgery. As with all patients, a comprehensive evaluation is required. An alternative to consider for the lower eyelid area "bags" is a facial filler (ex. Restylane) or fat injections. Water retention, hormones, and allergies are some conditions that can affect eyelid appearance too, so you may see some improvement by treating these possible conditions. Some patients develop bags, redundant skin and muscle band at a young age. This usually is a genetic disposition and it can be corrected early not withstanding the patients age, as long as there is enough to be done to make the surgery worthwhile. You seem to have combination prominent muscle bands and bags under and above the eyes and the sooner you undergo the surgery the longer you will enjoy the results. 

Based on your photos, and independent of your age- you appear to have -in my opinion- indications for both upper and lower lid blepharoplasty. The upper lid bleph- will remove excess skin and the lower will remove the fat and also debulk the muscles which will then flatten and smoothen out this area- hopefully- giving you a more pleasing look.

You have very minimal eye bags.  You do have some prominent muscle that can be seen directly under the lashes when you smile.  This is normal.  For the tear trough you could put some HA filler into this area.   It will help provide volume and will help to mask any puffiness in the fat.   

 From the photos it looks as though you do have some puffiness of both the upper and lower lids. This is undoubtedly a family trait and can be easily rectified with upper and lower eyelid surgery.

obviously your look is genetic but it does give you a premature aged/tired lookmy philosophy is to do a plastic surgery procedure at a reasonable age if you will like the result obtainedyou could certainly benefit from resection of upper lid skinyou should have a transconjunctival resection of fat in your lower lidsa good result will look great for decades, maybe never doing eyelid surgery again

25 years old is rather young to get upper and lower eyelid surgery. The primary goal for upper eyelid surgery is to remove excess hooded skin and a small amount of fat creating a tired look on the upper lids. The incision on the upper eyelids is located directly in the eyelid crease. The primary goal for lower eyelid surgery especially in young patients is to remove the puffiness look which is created from herniation of 3 fat pads on the lower lids. I would be careful about considering cosmetic surgery at such a young age.  Filler treatments may improve the problem without the need for surgery.  Seek out an experienced eyelid surgeon to see if you would be a good candidate for filler injections.  Best of luck!

upper and lower lid may accumulate excess skin and fat, as well as lower lid
fat pads, wrinkles and bulging muscles that can be a result of facial aging for
from hereditary conditions. If it’s a
hereditary accumulation, upper and lower lid conservative blepharoplasty
performed at a young age can be corrective.
There are also other factors that may contribute to the look of “lower
lid water bags” and this can include allergies, hormonal and environmental
factors.

A
thorough and comprehensive evaluation should be performed and a full discussion
of all the options that you might consider in enhancing and improving the
situation. Early on, occasionally soft
tissue fillers to the lower lid and judicious use of Botox® for both the upper
and lower lid can improve the cosmetic appearance without any surgery.

I
have been performing upper and lower lid blepharoplasty for over 20 years, as well
as advanced periocular Botox® and fillers, and generally this results in
extremely happy patients.
