I've had eye bags for quite some time now, and they've been getting noticeably worse recently. They are certainly genetic as my dad and grandmother both had them quite prominently. I also get a far amount of puffiness and water retention. 25 seems young though- is it a better idea to wait or would it be more beneficial in the long run to remove now? Also will blepharoplasty affect, positively or negatively, water retention? Bags are noticeably worse and scrunched up smiling. Thank you

Unfortunately there is no exercises to streghten the muscle responsible for lifting the upper eyelids. The only effective solution is surgery to shorten or tighten the muscle. That is called eyelid ptosis surgery, which can be done under local anesthesia in the office.
You may want to talk to a doctor to see if fillers may work for you. Maybe talk to them about Belotero, or what other fillers they recommend. this is something that you do not need surgery for .
