These are result of skin aging and loss of subcutaneous tissue. A combination of fat grafting (nano grafts and micro fat grafts), periorbital laser or chemical peel would create some improvement. Good luck.
Resurfacing with a CO2 laser would help to soften this appearance. It may take more than one round, depending on the aggressiveness of the treatment. Surgical reorientation could help to camouflage it, but would still likely require resurfacing post-operatively to blend scarring.
