Thank you for your question. You will not be able to fix this on your own. If you see a non-dermatologist to fix the problem, they may create another problem in inexperienced hands. Answer: IPL or laser for broken capillaries on the face There are many technologies there are available and are quite expensive to acquire, operate and use. As such they are not free services and are not covered by medical insurance. Look into IPL and long pulse laser therapy. Best

Small vessels on the face can be treated with laser, IPL, Ohmic Thermolysis or microneedle radio frequency. However, this should be done by a qualified MD and this type of medical care is not without a fee.

Blood vessel growths can be treated with many different lasers and light sources. At Las Vegas Dermatology we use cynosure's cynergy laser to destroy vessels with a combination of pulsed dye 585nm & ND:Yag 1064nm laser therapy. It takes somewhere between 2-4 treatments on average to get rid of unwanted facial vessels. Sadly treatment is not covered by insurance and you will have to pay to have the vessels destroyed as removing them is not considered a medical necessity.
