I had saline breast implants under the muscle about 13 years ago. I recently noticed that one of them seems higher than it’s been before and is higher than the other one. I also feel a weird sensation when doing chest workouts on that side. Is this a sign of something bad?

Thickened scar tissue formation around the breast implant can cause the breast implant to displace in any direction (including upward). Sounds like it may be time for you to follow up with a well experienced board certified plastic surgeon in your area.
