It is possible to improve the scar tissue that seems to be developing with either steroid treatments or perhaps surgical excision of the scar. I would see a facial plastic surgeon in your area.

steroid injections with or without 5fu are is the best option to start.  surgery and/or lasers can be used if that doesnt work. I would try and lip plumper and skin softening product to calm down the inflammation and redlight therapy at home (light stim - see link).

It appears that you have a scar in your lower red lip. At this stage I would recommend starting with a steroid injection to soften the scar. Surgery to remove the scar should be delayed until about 6mo-1yr to allow the scar to mature and for inflammation to settle. Gary Linkov, MD

You have developed a track of scar in your lip from the piercing. Since the piercing was only removed relatively recently you should wait at least six months as there is a good chance the scar tissue will largely be absorbed. At the least it will likely get much better. Only then should any consideration the given to scar excision.
