I would agree with the dermatologist that you saw and try the Vbeam laser to treat the hemangioma on your lip.  This is a low risk procedure that could give you good results.

Vbeam laser is very effective for superficial fine facial vessels and I have used pulsed dye and then the Vbeam laser in thousands of patients since the early1990s but it is not effective for deeper lesions such as hemangiomas and some venous lakes of the lip.
