Dear princess, At the young age of 14 , the body growth is definitely not complete. The same way that you become taller, have bigger muscles etc, your breasts can keep growing till age 22 - 24. The breasts size is genetically determined, so some females get bigger breasts after age 14 and some do not. A good clue for you might be the females in your family that look like you . Observe how did their breasts developed with time. Breast growth continues in almost all women until at least age 16, often continuing for several years beyond. The growth pattern varies, and is not always linear--it can happen in spurts. You normally will see breasts develop at the time of puberty, but it goes on through the teenage years until the early 20's. Some develop early, some develop late. There is no way to predict things. I would not recommend considering surgery for underdeveloped breasts till 18 years old.
Most girls reach breast growth between 15 and 16, but breast may continue to grow up to age 21. You might ask the women in your family, mother, aunts, grandmother, when they were fully grown. Remember, some do not grow large breasts.
