Is it possible to "lift" the lower edge of the nasal septum, at the beginning of the columella? (Photo)

Hello and thank you for your question and beautiful sketch.  I must congratulate you for the same.
 In fact septal cartilage is trimmed in a same way when collumella base is more protruding.  At the same time we have to be careful not to trim too much, otherwise tip will look droopy.This procedure can be done under local anaesthesia with hidden incision on day care bases.
 Please consult board certified plastic surgeon and discuss .

Yes this can be done. However, it will make your angle more acute and manly looking.

You are looking for correction of nasolabial angle and as answered by other surgeons this is very much possible form a hidden  incision and can be done under local anesthetic as a day case surgery.

Hello, Your diagram is quite clear in expressing your question. Yes it is possible , and if in fact this was the only thing needed for a nose, I would do it under local anaesthesia , scarlessly. :)
