All of my life I have had allergies and eczema. This past summer though my usual allergies seem to have subsided. In May I noticed red, flaky skin above my eyes which later spread to the bottom. I treated it with Glaxal Base lotion but now am left with these awful folds under my eyes. I have been sleeping adequately, the dark circles have been there almost as long as I can remember. I feel ugly.

Answer: Blepharochalasis Dear Amine, Bagginess around the eyes can be caused by excess skin and fat (dermatochalasis), or swelling! Anyone who's had a black eye can tell you the eyes are quick to swell. An allergic response, as you've correctly identified, is the likely cause. I'd visit an allergist before your plastic surgeon.
