Can double eyelid surgery treat the case of sunken eyes? (photos)

I have sunken eyes where the under eye area doesnt have much fat to manipulate its position and there is no saggy skin that needs to be tighted. Does the double eye surgery still can cure this case or i need to consider other treatments ( i dont consider temporary ways like fillers )
