Why are my breasts so hard and the implants don't move? Will they ever get softer and start moving? 9 months post op. (photos)

I had BA in Feb 2017, after reduction/lifting,dual plane,anatomical,240cc.They are too hard in the lower part when I lie down or put my arms up and in that position they feel uneven as I can feel the difference between the implant and my tissue (the lower part is then so hard and it feels so unnatural).It seems that my own tissue moves up and all is left in the lower part is the implant which doesn't move at all.Is it because I don't have much of my tissue or the operation wasn't done properly?
