I had a permanent makeup tattoo done on my lips about 7 years ago and would like to touch it up, giving my hue the same kind of vibrancy it had in those first few years after the procedure. I'm also interested in undergoing a lip lift to have my upper lip be more balanced against my lower lip. Which should I do first? I feel that it might be more effective to do the permanent makeup after the lip lift, but I'm worried about the how the tugging from the tattooing will affect the scar tissue.

A lip lift does 4 things: shortens the distance between your nose and upper lip, increases the mucosa of the upper lip, increases the incisor show and pulls up the corners.

Thank you for your question. I would try filler, as this would add volume, making the center less prominent, as well as address asymmetry issues. Also, if it turns out you don't like the look, the filler can be dissolved. I hope that helps. All the best!
