What are these bags on my eyes called and what can I do to fix them? I have had them since birth (photos)

i’m 19 i have had these strange bags under my eyes all my life but i don’t know what they are or what they’re called. i’m not sure if my underbite is a cause or not or what procedure i should undertake to fix it. and help or advice?
