Will I be able to get a scar revision surgery on my elbow? (photo)

I had a deep laceration on my elbow about 3 months ago. Doctor had to cut off the dangling skin, so I am left with a sunken scar. I want to get a scar revision surgery to make this scar look as unnoticeable as possible.
