You cannot grow hair naturally on a scar. To grow hair on a scar, you generally need to transplant hair into the scar.
If an area is scarred from an injury or burn hair generally will not re-grow without transplantation. If the scar has good blood supply, hair can successfully be transplanted into it. I have transplanted hair into scars resulting from injury and radiation treatment with good results. If there is an inflammatory process that is contributing to hair loss, it is best to exercise caution before transplantation.

Hair transplant can successfully treat most types of scalp scars. Treatment of scars of old strip hair transplants, neurosurgical scars and scars of many surgical procedures can be treated through implanting hair grafts that are harvested through FUE method. The scar should be carefully examined by a hair transplant surgeon. There might be other options for the scars that cannot be successfully treated by hair transplant such as simple scar revision and closure with trichophytic closure.
Hair don't regrow spontaneously in most scars. But a few types of scars do regrow hairs (see below). It all depends on the cause. What you might want to consider next depends on the cause of your scar. As you are aware, sometimes scars occur when the scalp gets injured. Scars from injury don't regrow hairs but can be improved by either excision or hair transplant. Hair transplants can work well in many people. But there are a variety of scalp conditions (such as a condition called discoid lupus) that also cause scars in the scalp. Surgery would not be permitted in those with discoid lupus. Treatment by a dermatologist can trigger hair growth in those with discoid lupus. It all comes down to what caused your hair loss. Please see a physician if you are not sure.

The scalp scar appears less than one centimeter and should be amenable to removal. In our clinic we microscopically remove the scar and realign the follicular units surrounding the scar. It is a very precise procedure. Do your homework and review a lot of surgeons and their results.
