Hello, thank you for your question and supporting photo. Based off the photo, you would qualify for an upper blepharoplasty to correct the excess upper eyelid skin. Additional photos and better yet an in person exam would be needed to determine the extent of of your under eye bags that you have commented on. If found to be more significant than what is pictured here, then a lower blepharoplasty could be performed to correct this. In your situation, no excess skin is shown, so the incision could be hidden along the underside of the lower eyelid (transconjunctival lower blepharoplasty) and the scar would not be visible.
Hi from Istanbul! From the photo you provided, under-eye bags are not prominently visible, which could be due to fillers, lighting, or other factors. Considering the sagginess observed in the outer part of the brows, I recommend considering a brow lift in addition to upper eyelid surgery or regular Botox treatments to address these concerns. Thank you for your question and picture. It looks as though you need an upper and lower bleph. The upper bleph is done with a skin pinch in the eyelid crease. There are several fat pads under our eyes to cushion the eye. As we age these fat pads become more visible and may need to be removed. Most likely you need to get these fat pads removed. You will need research a plastic surgeon in your area that specializes in lower blepharoplasty with removal of the fat to get and assessment.
It appears that endoscopic brow lift would provide both shaping of your flat and low brows and elevate upper eyelids to a satisfactory position? It is not possible to see significant eye-bags under the eyes in this photo but if that is the case, lower transconjuctival blepharoplasty would be a good option. Good luck.

It's hard to see your under eye bags in this photo. You could consider reposting with additional pictures from the sides and also from the front while looking upwards with your eyes only (not your head) to get a better evaluation. If you have had filler near the eyes before, it can sometimes be filler that is breaking down. When this happens it attracts water and can give the appearance of bags under the eyes. Otherwise the bags are usually caused by prolapsed fat pads around the eyes. In younger patients this tends to be genetic. The type of surgery to address both your upper lids and your lower lids is called a blepharoplasty. I'd recommend finding a local Facial Plastic Surgeon or Oculoplastic Surgeon to discuss your surgical options.
