Is a lower blepharoplasty my only option to address under eye bags? Would filler be an option? (Photo)

Hi. I’m considering getting a lower blepharoplasty to address under eye bags and bags under my eyes when smiling. Would filler be an option for me or would it be necessary to have under eye skin removed with surgery? I’m 39.5 years old.
