I would agree with both brow lift and brow bone reduction, but also consider forehead reduction at the same time (to lower your hairline). These three changes can be made in a single surgery. The central part of your eyebrows are certainly low compared to the outer portion of your eyebrows, therefore a brow lift would be of some benefit. Also important to evaluate how strong your corrugator muscles are just above the inner part of your eyebrows which dynamically pull down the central component of your eyebrows themselves when scowling.
