Three months from having calf implants and my left implant shifts up into the inner fold of my knee. It’s so bad that I have to wrap it at bedtime just so it won’t shift. My surgeon recommended making another incision and suturing it so it doesn’t move. Would that be the correct approach?

Definitely under the fascia.
However, some people say "under the muscle" when they actually mean "under the fascia of the muscle".
There is almost no benefit from putting them under the actual muscle, which causes too much trauma and complications.
