Generally speaking the eyelids are supposed to be quite thin. The excess skin that you see in the upper eyelid can be gotten rid of by means of filling out the eyebrow and I would recommend doing so with the use of your own fat. Your lower eyelids are also rather flat and hollow and I would consider placing Fat there as well.
