Is my belly button able to undergo umbilicalplasty to make is look normal? (Photo)

When i was 3 underwent surgery to get rid of an umbilical hernia but now my belly button is really strange it’s like there is a flab of skin covering my belly button. I am 107 pounds 5’2, black american.
