Lip filler not dissolving. What's going on? (Photo)

So i got my lips filled with the russian technique in November 22. Hated them all mirgrated above my lip i have been back to the person many times to dissolve them 4 times in total now, there still not dissolved, you can clearly see the filler sitting on my lips im getting really upset over this as i need to get them dissolved again for the 5th time, the last picture is them now, can someone please give me some insight on whats going on?
