The photographs demonstrate  sub-mental fat and sub- platysmal fat and excess skin in the neck due to the massive weight loss. Liposuction in the neck will only address the fatty deposit removal in the sub mental space. Liposuction will not address loose skin in the neck. In my opinion, you will not be happy with the results of liposuction to your neck.  You have a significant amount of sagging tissue in the neck which can be addressed with a surgical procedure.  You will most likely benefit from a mini-neck lift...(a full neck lift will entail larger incisions behind your ears).  As for the chin implant, no it will not take up enough neck skin for a chiseled look.  You comment on 'chipmunk cheeks', yet you are having fat grafted to the cheek??   Look at the link below and see what a minimal incision facelift with mini-necklift can do.  In addition, look at the Radiesse page to see a very angular look to your jawline.  In my opinion, you would benefit from a chin implant, facelift and necklift, facial micro-sculpting and filler to give your face more angularity.
