There are basically two types of lateral canthal surgery: Canthopexy and canthoplasty.  Lateral canthoplasty is the more substantial procedure.  It is also sometimes called a lateral tarsal strip.  Don't get confused.  It is the same procedure.  You could have forty canthoplasties.  They are not going to fix your issue but it will use up the resources you need to definitively fix your issue.  Shortening the eyelid by cutting out more and more eyelid tissue only forces the lower eyelid under the curvature of the eye worsening your issue.  You need a surgeon who understand these mechanics.
