There is always some redundancy of eyelid skin which is essential to normal function of the eyelid. In other words the eyelids need to open and close which requires some excess skin to allow for this movement. Your photographs show mild redundancy of both upper and lower eyelid skin and perhaps some hypertrophy of the orbicularis oculi muscle under your eyes. You can certainly try Botox to lift the brow and relax the orbicularis muscle under the eye to see how much this helps. If this is not enough you may consider a minimal upper eyelid blepharoplasty and a pinch of skin in the lower eyelid to conservatively remove some excess skin from the upper and lower eyelid.
