I've had festoons since I was a kid. In the last few years I've tried fillers (now dissolved), laser skin tightening and laser skin resurfacing. What other options do I have to finally reduce the appearance of these things?

Have you tried the drop 'upneeq'? it does lift the lift however in your case, your eyelids are symmetric and there is just hollowness of the right upper eyelid area; this could be fixed with filler or fat transfer to the upper lid; unfortunately this is a surgical procedure.
Lower eyelid blepharoplasty can be performed in patients with a prominent eye but little to no fat should be removed. Fat transposition, done correctly is an option. If the eyes are significantly prominent (ask the doctor if you have a negative vector which means the bony rim is set back...
