Most frequently this type of fulness is result of periumbilical fat tissue. Even with liposuction this may not always be properly removed. An examination is needed to see if you have residual fat or weak muscles, or internal fullness. I would suggest meeting with a plastic surgeon and being examined.

It's hard to tell from the pictures, however this could be a variety of conditions including a hernia, residual fullness or a fluid collection. I would advise a consult with your operating surgeon or a qualified plastic surgeon for a physical exam and advice on what may the cause.

It's difficult to determine from photos what would be causing the contour irregularity. It could be from abdominal wall laxity. It could be surgical technique from the liposuction. Visit with a few board certified plastic surgeons near you to get opinions. A physical exam and more detailed discussion may help lead you to an answer.

It appears the bulging is related to the contour of your muscle wall and this is probably a direct reflection of how the muscle tightening was done during the first procedure.
To make an accurate assessment we always need to see proper before and after pictures.
We were also require an examination to get you a better understanding of what the problem is. If the problem is not related to subcutaneous fat then further liposuction wasn’t going to fix the problem.
If it’s related to how the muscle tightening was done then you need a revision of your tummy tuck.
This can only be done by redoing the procedures.
I suggest having multiple in person second opinion consultations to get a more accurate assessment and better understanding of treatment options.
The goal is generally to first make an assessment and get a clear understanding of what the problem is then apply a proper surgical solution.
In that since secondary Liposuction does not seem like it was an appropriate decision.
