I think i have mild tuberous breasts is there any form of surgery I can get to fix the puffiness of my nipples without getting breast implants? And if so what would it be called?

If your actual nipple is small, fillers can be tried or even a fat transfer. However, you may lose nipple sensation and may not be able to breast feed. If you want your areolae enlarged, that can be done surgically, or even with a cosmetic, not artistic, tattoo.
Your nipples are not too high, but your breasts have bottomed out and are sitting too low. Once they are moved back up, you will see your nipples are fine. You may need smaller, less heavy implants to avoid bottoming out again.
Yes, the nipples themselves without the areolae can be removed in the office under local anesthesia. Do remember that this is the most sensitive part of the breast and the most pleasurable part for most women. You might consider shortening the nipples instead.
