The lower portion of the breast needs to be tightened. The the nipples will appear in the correct place.

Your nipples are not too high, but your breasts have bottomed out and are sitting too low. Once they are moved back up, you will see your nipples are fine. You may need smaller, less heavy implants to avoid bottoming out again.

From your photos it appears surgical intervention will need to performed in order to correct the nipple position. This could also address asymmetry. See a board certified plastic surgeon near you to discuss recommendations for you.
